Can we get some feedback on this and make it happen?
I'll take lead on organization if it's a go.
Forget pax and run a "one run - No PAX" championship
- collect $50 from anyone interested. 10 people for $500 car
- buy a car that no one currently drives.
We can all suggest cars and then vote on the forum.
- put cheap whatever tires on it
- bring it to every college event or arrange with the college to keep it on site.
- charge $5 each week for fuel and repairs.
- pick names from a hat for run order but limit the times you will run first and so on. I'm sure Brain could come up with a formula.
- do one run, ONLY, each, at the START of the night so course walk and driving smarts play a bigger role. In fairness to those not involved your run would be sacrificed from your personal car runs.
- winner gets the car at the end of the season
- do it all over again next season with a different car.

Liability for the car owner considering a $500 car isn't likely to be particularly safe and multiple people driving it.
Liability for the club for the same reason.
$500 car actually costs $560 after taxes. Then whoever wins it will also have to pay 12% GST and PST to assume ownership.
Who's responsible for the tow bill and disposal when the motor blows up or whatever?
Who's going to pay to insure the car at say $90/mo for 5 months?
I doubt even 10 people will sign up - only about 5 people really have a hope. For most people it would just be throwing away $100
Counting first run pretty much eliminates anyone involved in course setup since that would be considered an unfair advantage.
Cheap junk tires are too noisy. Decent tires cost money (even used)
I'm sure I can come up with more if I thought about it for more than 5 minutes...... sorry

I like the overall concept. My concern is that a beat up $500 car with worn springs and shocks is not going to be too much fun to drive let alone race. How about renting a decent car for a day. Might even consider putting a decent set of wheels on it from someone else's car or just a decent set of tires temporarily for the day. To make Brian happy we can pay the full damage insurance on it in case something happens to it.
Does refusing to go to the gym count as resistance training?

In a similar vein, I like the idea of a $2000 challenge, where you can bring whatever you want, but you can't spend more than $2000 total. But this will favour the builders more than the non-builders, so it wouldn't really be as fair to everyone as See23's idea.

But there's these things called rules and insurance. Neither allows for anything even remotely close to what you're suggesting.
